Ford was ordered repay more than $3,000 to donors, an order which was later backed by council, according to CBC.

Then, early this year, council voted to overturn that ruling and take no further action against Ford, who had ignored the order. Ford rose during that meeting to argue against paying the money back.

Ruby said on Monday that Ford violated the Municipal Conflict of Interest Act by speaking for and voting on a motion which benefited him personally.

This isn't the first time Ruby has made headlines. He also worked to get accused murderer Guy Paul Morin released from prison and helped win a settlement for three of the Dionno quintuplets in 1998.

Magder is a lifelong Toronto resident who said he learned about the council vote in a local paper and felt it was necessary to hold the mayor accountable. He filed a complaint with the lobbyist registrar in September of 2011 over councillor Doug Ford's plans for a takeover of the city's Port Lands, according to the Toronto Star.
