The video shows those kept at a quarantine centre in Uttar Pradesh's Agra scrambling for food and water from behind a locked gate as a man throws biscuits at them.
The health ministry said six cases with “high-viral load” were detected during sample testing and these people have been kept in isolation in Delhi.
Around 46 people were reportedly on board the bus at the time of the accident.
A case has been registered and hunt is on to nab the accused.
