India's COVID-19 tally had crossed the 20-lakh mark on August 7.
Some 2.2 million people have recovered from the disease in India since the first case was diagnosed in late January.
The death toll climbed to 2,377 after 58 more patients succumbed to the virus.
944 people died in a day.
"Ideally we could have and should have prevented it reaching this level," said K Srinath Reddy.
The death toll from the disease rose to 26,273 with 671 fatalities.
Infections are expected to continue rising steadily in India.
Officials have been accounting for a part of fines or “challans” under an accounting-head called “private books".
As cases of novel coronavirus spikes in Delhi, Arvind Kejriwal has announced they are speaking to private nursing homes.
The death count has crossed 9,000 in India.
