The Supreme Court also allowed Congress leader Ghulam Nabi Azad to visit Srinagar, Baramulla, Anantnag and Jammu.
The Jammu and Kashmir government had earlier said that the leaders should not visit Kashmir as it would disturb the “gradual restoration of peace and normal life”.
While Mehbooba Mufti and Omar Abdullah have called the decisions "illegal" and "unconstitutional", BSP said that it supports the government.
Azad, speaking about the Jharkhand killing, said that the state had become a lynching factory where Muslims and Dalits were lynched and attacked routinely.
