Doug Hall

Dr. Douglas Hall became Executive Director of NPP in June 2014. Doug has extensive experience undertaking research and data analysis that informs public policies to improve the well-being of all Americans. Prior to NPP, Doug served as Director of the Economic Analysis and Research Network (EARN) at the Economic Policy Institute for five years, where his research spanned several policy areas, including income inequality, economic development, retirement security, labor market analysis, the minimum wage, and paid sick days. During Doug’s tenure at EPI, EARN grew to be a network of 61 primarily state-based organizations representing 44 states. Doug’s work emphasized the impact of federal spending at the state and local levels.

Previously, Doug spent eight years playing a leading role in tax and budget analysis and family economic security issues at Connecticut Voices for Children, where he most recently served as Director of Operations and Research. While at CT Voices, Doug also led the Jim Casey Youth Opportunities Initiative, helping foster youth transition successfully to adulthood. He also served as the founding director of Kentucky Youth Advocates’ state fiscal project from 1999-2001.

Doug holds an undergraduate degree from York University, a Master’s degree from McMaster University, and a Ph.D. from Queen’s University.
