Samuel is a DPhil candidate in International Relations at the University of Oxford, specializing in post-1991 Russian foreign policy and Russia-Middle East relations. He is also a journalist who contributes regularly to the Washington Post, The Diplomat magazine, Russian International Affairs Council, and the Kyiv Post. His work has also been featured in the Moscow Times, Radio Free Europe/Radio Liberty, The National Interest magazine, World Politics Review, Hudson Institute and Carnegie Endowment for International Peace.
