Senior Policy Advisor, Third Way
Scott Payne is Policy Advisor for National Security at Third Way, a non-profit, non-partisan think tank that seeks to advance a 21st century progressive agenda by working with elected officials, candidates, and advocates to create policies and market those ideas in the public debate.
Payne is a veteran of Capitol Hill and campaigns, starting his career with former Senator John Breaux of Louisiana in 2001. He worked as Deputy Political Director for Veterans Outreach for the Kerry-Edwards campaign in 2004 and two challenger House races in Pennsylvania in 2006. Most recently, he worked on foreign policy and veterans issues for Representative John Hall of New York, helping draft recently signed legislation to modernize the VA's benefits claims process.
