Suzanne E. Spaulding

Former executive director of the National Commission on Terrorism

Suzanne Spaulding is a Principal with Bingham Consulting Group and Of Counsel to the law firm of Bingham McCutchen in Washington, DC., where she assists clients with matters related to national security.

Ms. Spaulding spent 20 years working on national security issues for the government, including serving as Minority Staff Director for the US House of Representatives Permanent Select Committee on Intelligence; General Counsel for the Senate Select Committee on Intelligence; Assistant General Counsel at CIA; and Legislative Director for US Senator Arlen Specter. She was the Executive Director of two independent commissions, the National Commission on Terrorism and the Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction; and served as a consultant to the Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction (Glimore Commission) and the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (Robb/Silberman Commission). Ms. Spaulding also served on Virginia Governor Mark Warner’s Secure Commonwealth Panel, advising him on homeland security issues for the state. She is a Senior Fellow at the Homeland Security Policy Institute at George Washington University, a Member of the Steering Committee for the Critical Incidents Analysis Group at the University of Virginia, and past Chair of the American Bar Association’s Standing Committee on Law and National Security.
