President of the Foundation for Education Reform & Accountability, a state-level think tank on educational issues in New York, with a focus on accountability, innovation, and choice. Mr. Carroll played a leading role in the adoption of New York's charter-school law and serves as chairman of the Brighter Choice Foundation. The Foundation provides philanthropic support and technical assistance to a network of top-performing public charter schools in New York's capital city, serving predominantly students from economically disadvantaged families. Mr. Carroll, educated in public schools in New York, previously served as the Governor's Deputy Director of Regulatory Reform in a prior administration, and in various fiscal and research positions in the State Senate, the State Assembly, and the New York Division of the Budget.
