Representative of the UN High Commissioner for Human Rights in Colombia
Todd Howland is the Representative of the UN High Commissioner for Human Rights in Colombia. He directed the Joint Human Rights Office of the UN High Commissioner for Human Rights and the UN Peacekeeping Mission to Democratic Republic of Congo (MONUC). He was a Professor of Human Rights Law in the dual degree program of the UN mandated University of Peace and Hankuk University of Foreign Studies in Seoul, Korea. He was posted to Angola and Rwanda with United Nations High Commissioner for Human Rights. He also has worked with various NGOs, including the Carter Center in Ethiopia.
Todd holds a Juris Doctorate from the University of Denver College of Law, a Master of Arts in Political Economy from the University of Denver College of Arts, Humanities and Social Sciences, and a Bachelor of Arts in Economics and Bachelor of Business Administration from Boise State University. He speaks Portuguese, Spanish and French.
