America's Vice Cop -- The Expert Evaluator of America's Child Sex Trafficking Programs

An expert is someone who has a comprehensive and authoritative knowledge of a particular field through prolonged and intense experience, practice and education.

A true expert must be distinguished from an "armchair expert" who claims to know all the answers to a problem, situation or scenario but has little or no direct experience or real understanding of the subject matter.

When self-proclaimed "experts" are faced with educated people who challenge their arguments with facts, they often state that they learned their experience at the "University of Life."

America's sex trafficking movement is dominated by armchair experts and self-proclaimed experts who have little or no contact with America's child sex trafficking victims.

The real child sex trafficking expert in America is the local "vice cop" -- he/she has countless daily contacts with young people who have been forced to prostitute by vile, dominating pimps.

The vice cop interacts with more child sex trafficking victims than any other branch of law enforcement including the FBI, the Department of Justice, assistant U.S. attorneys, deputy district attorneys and NGO's. The federal players rely on the facts, statistics and stories gathered by local vice cops who must maintain frequent contact with the subculture that encompasses child sex trafficking.

America's vice cop is the first responder -- the person who must understand, even lives in, the dark shadows of the underworld that rapes, tortures and kidnaps our children and forces them to do unspeakable things with their little bodies.

The vice cop must spend hours following dangerous "lowlifes" on the street, in bars, alleys and truck stops. In order to investigate, arrest and prosecute a pimp/trafficker, the vice cop must interact daily with lowlifes because they surround the activities of the pimp/trafficker.

America's vice cops who has been on the job for 30 years will interact, investigate, arrest and prosecute thousands of pimp/traffickers in his/her career because that is his/her job, the focus of each and every day.

If you want to know the performance of any sex trafficking program in America, call your local police department and ask an experienced vice cop. Go right to the professional who does this work day in and day out!

The "Innocence Lost Investigations" organized by the FBI, Department of Justice Child Exploitation and Obscenity Section and the National Center for Missing and Exploited Children" aimed at rescuing America's child sex trafficking victims and convicting pimp/traffickers are nothing more than federal law enforcement taking credit for the work of local vice cops in various jurisdictions over several months.

The federal protocols established to rescue a child sex trafficking victim calling for help are cumbersome and ignorant about the realities of the subculture and dangers that engulf our children who fall victim to this horrific crime. Some of these protocols are outright life endangering like "requesting to call the child back on the pimp's telephone" or "tracing the call and then calling the pimp's telephone."

When a child calls a sex trafficking hotline asking to be rescued from a pimp/trafficker, the rescue must be immediate, organized and involve an immediate law enforcement response.

And often times the hotline operator must instruct cops, who are not experienced vice cops, how to intervene to assure the safety of the child being rescued.

To be effective sex trafficking organizations need to reach out to vice cops, build these relationships and be willing and able to learn. The rescue work of child sex trafficking victims cannot be done without experienced vice cops.

The following is a list of questions that sex trafficking hotlines must ask in a matter of minutes to safely rescue a child from a pimp/trafficker.

And while this information is helpful to America's sex trafficking organizations performing "rescue work" it can't be done without the relationships of at least 2,000 vice cops across the United States -- the key word is "relationships" not names from lists or relationships with their superiors.

What to say to local law enforcement when the hotline worker calls for intervention is being withheld at the request of the vice cops who do this work.

-Are you alone?

-Where are you? Specifically... If motel room -- what room number.

-What City? What State?

-What are the cross streets?

-What is the address on the telephone?

-Are you on a cell phone?

-What's the number?

-I NEED A SPECIFIC ADDRESS TO HELP YOU.

-Is there an address on a payphone?

-Is there a payphone number?

-Is there a number on the hotel phone?

-What is it?

-Can you look around the room for a notepad in a drawer? A monogram on a towel? Name in a bible?

-What do you look like? Height? Weight? Color of eyes? Hair? Description of hair?

-Identifiable scars or tattoos?

-What are you wearing? Clothing? Top? Bottom? Shoes?

-Is the street lit?

-Are there businesses open near you?

-If they are alone:

I want you to walk to the business and stay on the phone with me.
Leave your stuff behind and we will get it later.

-As they are walking:

How old are you?
Do you have a probation officer or social worker? IF THEY WANT TO KNOW, WHY?

TELL THEM:

"IF WE NEED TO USE THE POLICE TO RESCUE YOU WE NEED THIS
INFORMATION TO KEEP YOU OUT OF JAIL OR TO SEND A REPRESENTATIVE TO
COURT IF YOU ARE DETAINED."

WE ARE IN THIS WITH YOU ALL THE WAY SO STAY WITH ME!

Explain the police options -- VICE OR UNIFORMED POLICE -- Read your script.

HAVE YOU ARRIVED AT THE BUSINESS YET?

ASK SOMEONE WHO WORKS THERE FOR THE EXACT ADDRESS?

Call the police IF AND ONLY IF YOU HAVE THEIR PERMISSION.

GO DIRECTLY TO YOUR POLICE SCRIPT FOR IMMEDIATE LAW ENFORCEMENT RESPONSE
IF NOT USE CAB TO TAKE THEM TO THE NEAREST EMERGENCY.

ROOM HOSPITAL WHERE THERE ARE LIGHTS, PEOPLE, PAYPHONES
AND SECURITY AND YOU CAN PROCEED WITH RESOURCES.

DO NOT TELL THE CAB COMPANY YOU ARE RESCUING THEM FROM
A PIMP.

TELL THEM SHE HAS A FRACTURE IN HER ARM AND NEEDS
AN X-RAY.

NO DRAMA -- YOU ARE THE RESCUER.

If they are not alone:

GO DIRECTLY TO YOUR SCRIPT ON "HOW" YOU CAN INVOLVE THE
POLICE.

DO NOT INVOLVE THE POLICE WITHOUT THE CHILD'S PERMISSION.
