Liu and partner Rafael Ramos were shot in the head on December 20, 2014, as they sat in their patrol car by suspected gunman Ismaaiyl Brinsley, who police said had a clear anti-police bias and posted Instagram comments that were anti-government and referenced two unarmed black men killed recently by police. New York Gov. Andrew Cuomo (D) is reportedly planning a trade mission to Cuba, according to The Wall Street Journal.

The Obama administration recently announced it was taking historic moves to normalize full relations with the Communist island. The U.S. government is also making it easier for most Americans who want to go to Cuba to find a way to do so under new rules adopted on Friday.

Cuomo's visit would be the first by a high-profile U.S. official since the accord was announced.
