For example, if you're wondering why Iraqi police can't put down the sectarian violence raging in Bagdad, it's worth remembering that in May 2003, when the Justice Department asked that 6,600 police advisers be sent to Iraq, the White House sent just one: former NYC police commissioner Bernie Kerik, who prepared for his job by watching A&E documentaries on Saddam Hussein.
