Boy Found Handcuffed With Dead Chicken Around Neck: Cops

An 11-year-old boy was found handcuffed to a porch with a dead chicken around his neck, according to authorities.

The Charlotte Observer reports that Dorian Lee Harper and Wanda Sue Larson, both 57, were arrested on Friday after a Union County, N.C., sheriff's deputy responding to a call nearby noticed a child handcuffed to the porch at a home near Monroe, N.C.

“The child also had a dead chicken hanging around his neck and appeared to be shivering,” the Sheriff’s Office said, according to the Observer.

Deputies at the home found a total of five children, ages 8, 9, 11, 13 and 14. The couple had adopted four of them and they were fostering the 11-year-old.

"I can assure you that we have only just begun our investigation into what has happened, and we will pursue it to its fullest extent,” Union County Sheriff Eddie Cathey said, according to WCNC.

NBC News reports that Larson is a supervisor with the Union County Department of Social Services and Harper is an emergency room nurse.

Larson and Harper are charged with intentional child abuse, inflicting serious injury, false imprisonment and cruelty to animals.

All five children have been put in an "undisclosed social services agency" according to NBC News.
