One year ago, former White House Social Secretary Desiree Rogers beat out Jill Biden, Washington DC's first lady Michelle Fenty, Valerie Jarrett and Nancy Pelosi in our reader poll of Washington's Best-Dressed Woman. Rogers' love for Lanvin, Halston, Gaultier, and Comme des Garcons made her a favorite of the fashion set--she appeared in Vogue's February 2009 issue and attended New York Fashion Week with Anna Wintour. She made black her signature color (sometimes right down to the nail polish), and kept her chic hair cropped.
