Former LAPD Deputy Chief: Time To Reform Pot Laws

Former Los Angeles Deputy Police Chief Stephen Downing came on HuffPost Live Thursday to discuss the legalization of marijuana and President Obama's policy regarding the issue. Downing has been outspoken about the need to legalize and regulate the substance.

"The president has finally said that the drug abuse problem is a health problem but he really hasn't modified the budget to do anything about it," Downing told host Alyona Minkovski. He went on to say that on legalization, "President Obama can do it with a swipe of a pen. With an executive order, he can take marijuana off of schedule 1 of the controlled substances act."
