Unemployment benefits are intended to provide some help for Americans who need it most. Sometimes, that money can end up in the wrong hands.

The government overpaid unemployment benefits by $14 billion during fiscal year 2011, according to a July Labor Department report cited by CNNMoney. The most common cases of improper payments are benefits going to people not actively seeking jobs, people who are still working and people who were fired or quit their jobs voluntarily.

But the money can end up in more bizarre places too, including the wallets of millionaires and dead people.
