Vice President Joe Biden plans to defend the president's foreign policy -- and go after Mitt Romney's -- in a speech Thursday at New York University.
"Governor Romney is counting on our collective amnesia," Biden will say, according to released excerpts of the speech. "But Americans know that we cannot afford to go back to the future."

Romney has consistently attacked President Barack Obama for his foreign policy, painting him as too conciliatory to foreign leaders. After a live microphone caught Obama telling Russian President Dmitry Medvedev in March that he would have more flexibility to discuss arms after the election, Romney called the country "our No. 1 geopolitical foe." Medvedev said the comment "smelled of Hollywood stereotypes."
Biden will continue the message on Thursday that Romney's views on foreign policy are outdated.
The country cannot "see the world through a Cold War prism that is totally out of touch with our times," he will say.
Romney frequently says Obama apologizes for America abroad and bows to foreign leaders. He also has said if Obama remains president, Iran would procure a nuclear weapon, but that he would prevent such an outcome.
The Obama campaign, though, sees foreign policy as one of the president's strong points, citing the troop drawdowns in Iraq and Afghanistan and the killing of 9-11 mastermind Osama bin Laden just short of a year ago.
Sen. Marco Rubio (R-Fla.), who is considered a top contender for Romney's running mate despite saying he'd decline it, gave a speech on foreign policy on Wednesday.
