"I'm actually just following a car that just hit a man on Collins Avenue. As far as I know, at this time, she must have killed him," a witness told 911 operators early Monday morning.

Behind the wheel was allegedly 20-year-old Karlie Tomica, a self-proclaimed "Party Princess Livin' the Dream," according to her Twitter page that has been removed.

The victim, who was thrown 30 feet onto the sidewalk, was well-known chef Stefano Riccioletti, 49, who was just leaving work at the Shore Club, reports NBC Miami.

According to a 911 call released Tuesday, a witness said Tomica was "really drunk" during the incident.

After witnessing the hit-and-run at 18th street, the caller, identified as Jairo Fuentes by Local 10, followed Tomica's Dodge Charger.

“This person not only saw what happened they followed the car, gave a play-by-play to the 911 operator and we were able to locate the vehicle and place her in custody,” said Miami Beach Police Sgt. Bobby Hernandez.

Fuentes reportedly watched as Tomica exited her car. "She could hardly stand up. The first thing that came to mind is that she had been drinking," he told Local 10.

When police arrived, they found Tomica's windshield was smashed.

NBC reports that she also had slurred speech and smelled of alcohol. Although she refused a sobriety tests, officials took a sample of her blood.

Tomica, who is a part-time bartender at Nikki Beach according to Random Pixels, has been charged with leaving the scene of an accident and bonded out of jail Monday night on $10,000.

Pending toxicology results, Tomica is also under investigation for DUI, reports CBS Miami.
