Robert Menendez (D-N.J.), Kirsten Gillibrand (D-N.Y.), and Edward Kennedy (D-Mass.) on Thursday responded to a growing number of reports about the poor conditions of immigration detention centers that violate the Department of Homeland Security's own rules.
