OXON HILL, Md. (AP) — Florida Sen. Marco Rubio says the United States is the one nation that can rally people around the globe against the rise of totalitarian governments.

Rubio says at the Conservative Political Action Conference that President Barack Obama has a "flawed foreign policy" that has led to a number of international hot spots, from Russia's push into the Ukraine to Iran's attempt to develop nuclear weapons.

He says the U.S. is the one nation that can promote democracy around the world.

Rubio says there are important economic consequences to foreign policy. He says global instability and the spread of totalitarianism could hurt the U.S. economy as much as high taxes and regulations.

Rubio is a potential 2016 Republican presidential candidate.
