When the clock strikes midnight on December 31st, there are a few things you'll want to do to ring in the new year. Obviously, a champagne toast is a must. If you're lucky, you might even share your first kiss of 2013 with a special someone. And no matter who you are or where you're at, you'll want to celebrate by making some noise.

So instead of haphazardly grabbing a pack of noisemakers and horns at the party store, why not get crafty and create your own? They only take a few minutes to make, and you can decorate and embellish them in any way to match the rest of your party decor.
