Finding housing is a nightmare for any New Yorker, but the task can be particularly vexing for those seeking government-subsidized apartments.

There is no complete list of "affordable units," and the system is so haphazard and mysterious that many don't even know where to start.

Even as the city undertakes a massive expansion of its subsidized housing stock, the complexity of the application process effectively locks out many apartment-seekers -- while it benefits others.
