One of the warmest, fuzziest moments of every State of the Union address always happens before President Barack Obama even starts talking.

For several years now, Obama has stopped to give Supreme Court Justice Ruth Bader Ginsburg a hug while making his way through the chamber of the U.S. House of Representatives.
