From Berlin to Beijing, world leaders scrambled to congratulate Barack Obama on his decisive win in the 2012 race to the White House.

While Obama’s reelection drew effusive statements of praise and support from his European counterparts, it met a far less enthusiastic response in the Middle East, which is reeling from longrunning crises that present the greatest foreign policy challenge to Obama in his second term.
