Detroit -- The City Council is meeting as usual Tuesday and is not precluded from conducting business despite a lawsuit alleging they are, a spokesman for Detroit's emergency manager says.

Bill Nowling, spokesman for Kevyn Orr, said the panel is permitted to meet and vote as long as any action is later confirmed by Orr.
