DENVER -- Advocates for immigrants' rights are commending Gov. Bill Ritter for withholding Colorado participation in a federal deportation program unless there is a provision for data that shows the program is accomplishing its mission.
Thirty-two states have signed the standard Secure Communities agreement that Ritter wants modified.
