Washington D.C., Massachusetts and North Dakota rank among the states (and areas) in America with the most college degree holders in between the ages of 25 and 34. So what does the other side of the coin look like? Using Census data provided by the Chronicle of Higher Education, we compiled a list of the states with the lowest proportion of college degree holders. Keep in mind -- the national average is 37.8%.
