The NFL has been somewhat harsh when it comes to fines for these violations. But the "No Fun League" might receive an enormous negative backlash for this one.

Pittsburgh Steelers safety Troy Polamalu was fined $10,000 for using a cell phone on the sideline during Sunday's game against the Jacksonville Jaguars. He had to leave the game due to concussion-like symptoms and according to coach Mike Tomlin (per the Pittsburgh Tribune-Review), he borrowed a cell phone from a doctor to inform his wife, Theodora, that he was okay.

Polamalu would pass a concussion test a few days later and is expected to play against the Arizona Cardinals on Sunday.

The Pro Bowler was fined $15,000 after Week 1 for making a horse-collar tackle on Baltimore Ravens running back Ricky Williams.
