The alleged gunman, a member of the Boogaloo Bois, shouted "Justice for Floyd" and helped set the building on fire, according to a federal complaint.
The two suspects are charged with conspiring to provide and attempting to provide material support to a foreign terrorist organization.
Facebook banned the far-right, anti-government militias in June.
