You have to assume that by continuing to pursue the Benghazi "scandal" story, the GOP is trying to imply that Obama is "soft on terrorism," when in fact he has done more to destroy the al Qaeda terrorist network than the neo-cons who surrounded Bush could have dreamed.
The Democrats in Congress in 2001 stuck to the best American tradition--when tragedy strikes do not attack the other party. Congressman Issa and his friends have ignored that tradition, and are trying to turn Ambassador Stevens' death into an election talking point.
If you're a Republican, it is now a violation of House rules to utter the word "taxes" or "tax increase" on the chamber floor without the "job-killing" prefix.
