The "acqua alta," or high waters, have flooded the city three times in less than a week.
Mayor Luigi Brugnaro said he would declare a state of disaster after the city was hit by the devastating high tide, which peaked at over 6 feet on Tuesday.
He's also blasted Elton John and banned books featuring same-sex couples from city schools.
