A Texas prosecutor has convened a grand jury to investigate the Uvalde school shooting that killed 21 people, multiple media reported Friday.
Under the new proposal, armed personnel must also train in identifying students with mental health issues.
The federal lawsuit filed Monday targets local police, the school district and gunmaker Daniel Defense.
Dr. Mark Escott is working with state police to determine whether any of the 21 people killed in the Uvalde school shooting could have been saved had medical help arrived sooner.

Documents examined by the Austin American-Statesman show armed officers stood in the hallway with at least one ballistic shield within 19 minutes of a gunman arriving at the school.
