There's evidence the driver intentionally drove his car into a crowd of people he thought might be Muslim, Sunnyvale police said.
Witnesses say the man apparently made no effort to stop before hitting the pedestrians.
The incident started when the man honked his horn at Paula Nuguid while she and her daughter tried to make a left turn.
