U.S. cities have struggled over the years with how to address the issue of homelessness.
The American Bar Association gave Lawrence VanDyke, a nominee for the 9th Circuit Court of Appeals, a scathing evaluation.
"Sarah Fabian! Sarah Fabian! Your room in hell is ready," snaps one critic.
The 9th Circuit ruled that the limit on Title X funding for women's health care can take effect while court cases go forward.
“I find it inconceivable that the government would say" current conditions are "safe and sanitary," as required, said a stunned Judge William Fletcher.
“People with no place to live will sleep outside if they have no alternative,” the judge wrote in her opinion.

An “independent judiciary is something we should all be thankful for,” Roberts said after the president's partisan critique of a federal judge.
The president claimed the judiciary is "broken and unfair."
The veteran of the U.S. Court of Appeals for the 9th Circuit says he's "not too worried" about the allegations.
