Écosse 2014 - Un rêve qui n'était pas à portée de main

La claire victoire du Non indique que les Écossais ne veulent pas de l'indépendance et ne désirent pas avoir leur propre pays. En même temps, Londres devra prendre des notes et préparer un plan global de transfert des pouvoirs vers l'Écosse afin de répondre aux demandes autonomistes de la région.

ÉDIMBOURG - On s'attendait à une lutte serrée en Écosse jeudi soir pour cette soirée référendaire historique, mais dès les premiers résultats régionaux vers 1h du matin il était clair que le Non allait gagner.

Et par une bonne majorité alors que près de 90% des citoyens ont voté.

Les sondeurs peuvent aller se coucher...et se cacher! Lequel sera pendu en premier? Je blague évidemment.

Les sondages des derniers jours donnaient une mince avance de 2 à 4 points au camp du Non (51-49, ou 52-48) alors que le Oui était même donné gagnant dans un grand sondage il y a 10 jours.

La claire victoire du Non indique que les Écossais ne veulent pas de l'indépendance et ne désirent pas avoir leur propre pays. En même temps, Londres devra prendre des notes et préparer un plan global de transfert des pouvoirs vers l'Écosse afin de répondre aux demandes autonomistes de la région.

Si Le Royaume-Uni renie cette promesse, il devra en payer le prix.

La population a accepté de voter Non en raison des incertitudes économiques liées au projet indépendantiste (monnaie, dette, retraite, déménagement des sièges sociaux, etc, etc) mais aussi parce que Westminster a promis de faire des réformes majeures afin de calmer les Écossais.

Depuis les années 1980, la voix écossaise a eu peu d'écho à Londres avec les politiques conservatrices britanniques et le fossé s'est creusé avec Édimbourg.

L'Écosse est beaucoup plus égalitaire et sociale-démocrate que le Royaume-Uni et cela a attisé le sentiment indépendantiste au pouvoir.

Mais peu importe ce résultat, l'Écosse a agi en toute légitimité avec une question claire, un processus référendaire à l'amiable avec le Royaume-Uni et une campagne positive. Le ton référendaire a aussi été sobre, malgré la campagne de peur du Non. Et cette campagne de peur a eu raison sur bien des gens.

Le processus démocratique est tout à l'honneur de l'Écosse et du Royaume-Uni et c'est à la fois gênant pour le Canada. En effet, Londres aurait reconnu l'indépendance du Québec avec 50% des voix plus une voix, ce que Ottawa n'a jamais été prêt à accepter en 1995 et après.

Au Québec, on devra aussi s'inspirer de l'Écosse s'il y a un autre référendum sur la souveraineté un jour. La question devra être claire et courte comme en Écosse et le processus devra être organisé à l'amiable avec le reste du Canada. On a des leçons à apprendre des Écossais. La barre est haute.

Le grand soir dont rêvaient certains n'était pas à portée de main. Cela a de quoi refroidir les ardeurs des ténors du Parti québécois qui étaient en Écosse cette semaine pour observer le référendum et en faire une analyse auprès des députés du PQ. Ils avaient raison d'être ici.

Les Écossais sont comme les Britanniques : ils sont des gentlemen. Ils vont respecter le choix des citoyens et même celui du premier ministre écossais Alex Salmond, qui ne prévoit pas que son parti (SNP) ramènera la question sur le tapis avant 25 ans.

Le message a été entendu. Comme disait René Lévesque : à la prochaine fois. L'État-nation n'est pas incompatible avec la mondialisation et le débat ne fait que commencer en Écosse.

J'ai bien hâte de voir ce que Londres va annoncer dans le détail sous peu pour répondre aux aspirations des Écossais. Ils méritent une réponse claire eux aussi. Vive l'Écosse anyway!
