PORT-AU-PRINCE, Haïti - Le président haïtien Michel Martelly s'en remet à un ancien maire de Port-au-Prince et candidat présidentiel pour prendre les fonctions de premier ministre.

M. Martelly a annoncé la nomination d'Evans Paul pour remplacer le premier ministre Laurent Lamothe, ayant démissionné dans la tourmente au Parlement au coeur de critiques sur le report d'élections législatives.

L'entrée en fonctions d'Evans Paul doit être approuvée par le Sénat et la Chambre des députés, et les nommés ont eu du mal à obtenir l'approbation des instances par le passé. La situation semble toutefois différente. Un communiqué de M. Martelly indique jeudi qu'Evans Paul a été choisi en consultation avec les leaders des deux chambres.

Evans Paul est une figure politique bien établie ayant figuré parmi une longue liste de candidats à la présidence en 2006.

Le premier ministre Laurent Lamothe a démissionné le 14 décembre, au même titre que son cabinet, à la recommandation d'une commission ayant tenté de dénouer une impasse politique qui a reporté les législatives.

Le président Martelly devait déclencher des élections en 2011 pour une majorité de sièges au Sénat, l'ensemble de la Chambre des députés et certains postes dans les administrations locales. Or, des sénateurs de l'opposition ont bloqué systématiquement des votes devant permettre les élections, en plus d'organiser des manifestations pour réclamer la démission du président.

Pour dénouer la crise, le premier ministre Lamothe avait mis en place une commission, qui a recommandé son propre départ.
