Les marchés boursiers réagissent positivement au «Non» du référendum en Écosse

LONDRES - Les entreprises et les investisseurs britanniques ont réagi positivement à la décision de l'Écosse de renoncer à l'indépendance face au Royaume-Uni, mais l'incertitude entourant d'éventuels changements constitutionnels a limité les gains des marchés.

Après le dépouillement de la totalité des votes exprimés jeudi, le camp du Non recevait vendredi matin 55,3 pour cent des voix. Cet écart de 10 points de pourcentage est nettement plus confortable que celui anticipé par les sondages, qui donnaient au Non une avance de quatre points.

Les investisseurs se sont montrés soulagés d'éviter une multitude de questions économiques épineuses qui auraient accompagné un Oui écossais. L'indice FTSE-100 des principales valeurs britanniques a pris 0,3 pour cent pour clôturer à 6837,92 points, après avoir atteint des niveaux plus élevés en cours de séance.

En plus du débat concernant la monnaie qu'aurait utilisée une Écosse indépendante, les investisseurs se questionnaient quant au partage de la dette du Royaume-Uni, évaluée à 1300 milliards de livres sterling (soit environ 2100 milliards $ US). On craignait même qu'une victoire indépendantiste ne provoque une panique bancaire. L'incertitude pesait si lourd que le gouverneur de la Banque d'Angleterre, Mark Carney, était rentré plus tôt que prévu d'un sommet en Australie.

«Les marchés ne se seraient peut-être pas effondrés, mais il y aurait certainement de l'instabilité si les Écossais avaient voté Oui», a expliqué l'analyste Dennis de Jong, de UFX.com.

Les entreprises qui ont des liens avec l'Écosse affichaient de meilleures performances que le marché en général. L'action de la Royale Bank of Scotland (RBS) s'est appréciée de 2,5 pour cent, tandis que celle du Lloyds Banking Group a avancé de 1,3 pour cent.

La RBS, dans laquelle le gouvernement britannique détient une participation majoritaire depuis qu'il a procédé à son sauvetage pendant la crise financière de 2008, a indiqué qu'elle abandonnait son plan d'urgence visant à déménager son siège social au Sud, en Angleterre.

«Ce plan d'urgence n'est plus nécessaire», a indiqué la banque par voie de communiqué, précisant que toutes ses activités à travers le Royaume-Uni se déroulaient normalement.

La livre sterling a pour sa part subi un genre de revers, les investisseurs décidant de retirer leurs profits après que la devise eut grimpé pendant cette dernière semaine, une victoire du Non se faisant de plus en plus probable.

Après avoir touché un sommet de deux ans à 1,2817 euro, elle s'est repliée aux environs de 1,27 euro, en légère baisse. La livre a perdu 0,8 pour cent face au dollar américain, à 1,6320 $ US, ce qui reste tout de même supérieur de plus de 2 cents US à son niveau d'il y a environ 10 jours, lorsqu'une victoire du Oui était plus envisageable.

L'incertitude face à la monnaie qu'aurait utilisée une Écosse indépendante semble avoir contribué à la victoire du Non. En cas de victoire, la campagne du Oui espérait pouvoir utiliser la livre par l'entremise d'une union monétaire avec le reste du Royaume-Uni, mais les principaux partis politiques britanniques avaient insisté pour dire que cela ne se produirait pas.

Les marchés s'intéresseront maintenant aux nouveaux pouvoirs qui seront accordés à l'Écosse et aux autres régions du pays. Le premier ministre britannique, David Cameron, a indiqué par voie de communiqué, vendredi, qu'il envisageait une vaste refonte constitutionnelle du Royaume-Uni.
