OTTAWA - Le ministre fédéral de la Citoyenneté et de l'Immigration, Chris Alexander, a indiqué, mardi, que le gouvernement canadien interdira aux responsables de l'Ukraine d'entrer au Canada, en réaction à la répression par Kiev des manifestations qui secouent le pays européen depuis deux mois.

«En vigueur immédiatement et à partir de maintenant, notre gouvernement va restreindre l'entrée au Canada des principaux dirigeants du gouvernement ukrainien qui sont responsables de la répression des citoyens et de l'opposition», a déclaré le ministre Alexander, en point de presse dans le foyer de la Chambre des communes.

Son collègue des Affaires étrangères, John Baird, a indiqué qu'il s'agit là d'une mesure symbolique, mais qui envoie un message clair au gouvernement de l'Ukraine. M. Baird a affirmé qu'Ottawa pourrait adopter des sanctions plus sévères si le gouvernement ukrainien continue d'ignorer les appels à la démocratie et à la liberté de son peuple.

«Nous allons voir comment les choses évoluent, a-t-il dit. S'il est nécessaire de poser d'autres gestes, nous sommes prêts à le faire.»

La situation change toutefois rapidement dans ce pays depuis quelques jours, comme en témoignent la démission du premier ministre et l'abolition de lois limitant le droit de manifester, qui avaient provoqué de violents affrontements entre protestataires et policiers.

Mais le président Viktor Ianoukovitch demeure au pouvoir. Les manifestants ont réclamé sa démission et la tenue d'élections.

John Baird a soutenu que les récents changements n'étaient pas suffisants. «Même si les développements survenus durant les dernières 24 heures sont encourageants, le gouvernement ukrainien doit accepter les demandes de son peuple, particulièrement en ce qui concerne l'obligation de rendre des comptes et les principes démocratiques», a-t-il déclaré.

Chris Alexander a ajouté que le Canada condamnait la mort de manifestants. «Les actions des membres de l'élite dirigeante de l'Ukraine par rapport au mécontentement populaire grandissant sont tout à fait déplorables», a-t-il soutenu.

M. Baird a prévenu le gouvernement ukrainien que ce serait une erreur de revenir dans le passé. «Le glissement vers la répression et l'intimidation dans le style soviétique n'est pas acceptable.»

L'opposition officielle a déploré le manque de vigueur de la mesure canadienne, exigeant plutôt des sanctions ciblées directement aux leaders du régime Ianoukovitch. Le porte-parole néo-démocrate en matière d'affaires étrangères, Paul Dewar, a demandé qu'Ottawa délivre en priorité des visas aux Ukrainiens qui quitteront leur pays. Il a aussi pressé le premier ministre Stephen Harper à s'impliquer personnellement en téléphonant au président ukrainien.

Le libéral John McCallum a affirmé que la réaction du ministre Baird à la situation en Ukraine n'était pas adéquate. «Je pense que c'est vraiment le minimum et que ça ne veut pas dire grand-chose.»
