Le premier ministre du Québec Philippe Couillard est en Europe pour une mission de nature économique et culturelle de quatre jours qui l'amènera en Italie, au Vatican et en France. Il rencontrera notamment le pape François et le premier ministre français Manuel Valls.

La visite de M. Couillard débute aujourd'hui par une rencontre avec le président de la Confédération italienne des industriels, qui regroupe 150 000 entreprises du secteur manufacturier et des services.

Il prononcera ensuite une allocution devant 80 investisseurs potentiels, pour promouvoir le Plan Nord et la Stratégie maritime du gouvernement, et vendre le Québec comme principale porte d'entrée en Amérique du Nord pour les entreprises italiennes dans le cadre du futur accord de libre-échange Canada-Union européenne.

Mercredi, le premier ministre rencontrera brièvement le pape François. Il doit lui réitérer l'intérêt du Québec à l'accueillir à l'occasion du 375e anniversaire de la fondation de Montréal et du 150e anniversaire de la Confédération.

Il doit ensuite rencontrer un des vice-présidents de la législature italienne et prononcer une allocution dans le cadre d'une conférence soulignant le 50e anniversaire de la présence institutionnelle en Italie.

Jeudi, Philippe Couillard se rendra en France, où il doit rencontrer en début de soirée le premier ministre français Manuel Valls. Il sera alors question de l'accord de libre-échange Canada-Union européenne.

Le projet d'institut maritime France-Québec, la coopération en matière de sécurité publique et d'innovation numérique et la lutte contre les changements climatiques seront aussi au menu des discussions.

M. Couillard doit aussi s'entretenir avec Jean-Paul Herteman, représentant spécial de la France pour les relations économiques avec le Canada, et Laurence Tubiana, qui représente le ministre français des Affaires étrangères en vue de la rencontre internationale sur les changements climatiques, qui aura lieu à Paris l'automne prochain.

Outre ces rencontres politiques, le premier ministre du Québec profitera de sa présence à Paris pour assister à la cérémonie officielle marquant l'entrée de l'écrivain Dany Laferrière à l'Académie française. M. Couillard s'entretiendra brièvement avec lui.

M. Couillard retournera en Italie vendredi pour une série d'entretien. Il rencontrera le sous-secrétaire aux Affaires étrangères Mario, le directeur général de l'Organisation des Nations unies pour l'Alimentation et l'Agriculture (FAO), José Graziano da Silva.

Cette dernière rencontre sera aussi placée sous le signe de la lutte contre les changements climatiques, un phénomène qui préoccupe la FAO puisqu'il est susceptible de perturber les systèmes alimentaires et agricoles mondiaux.

Phillipe Couillard sera de retour au Québec samedi.
