Stephen W. T. O’Keeffe is the founder and executive director for Telework Exchange, a public-private partnership focused on promoting the adoption of Federal telework. Recognizing minimal agency and employee awareness of Federal telework initiatives, O’Keeffe launched the company in April 2005 to provide a venue for Federal employees interested in telework, those currently teleworking, assigned coordinators, Federal managers, information technology professionals, and telework proponents to dialogue on the subject matter. To support this mission, O’Keeffe developed the Telework Exchange Web site – www.teleworkexchange.com – as an information clearinghouse to provide resourceful information on new developments in the marketplace, afford associated stakeholders the opportunity to share best practices and rate teleworking tools, as well as to communicate the tangible benefits of telework with the establishment of telework value calculators.

In addition, O’Keeffe is the founder of MeriTalk – www.meritalk.com – the government IT network. MeriTalk is an online community that hosts professional networking, thought leadership, and focused events to drive the government IT dialogue. A 20-year veteran of the government IT community, O’Keeffe has worked in government and industry and has contributed to The Washington Post and The Economist. Today, he regularly sparks dialogue on his blog, My Cup of IT. O’Keeffe is a fixture as an expert witness on Capitol Hill, testifying on government IT and workforce issues in both House and Senate hearings. O’Keeffe has testified before the House Subcommittee on the Federal Workforce and Agency Organization, the House Subcommittee on Federal Workforce, Postal Service, and the District of Columbia, as well as the Senate Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia on Federal telework.
