Philippe Orliange

A career diplomat, head of the Strategy, Partnerships and Communications department at France's development bank AFD.

A career diplomat, Philippe served in Congo, Kenya, New York (France Permanent Mission to the United Nations), Colombia, Vietnam and South Africa. Philippe also held different positions at the Foreign Affairs Ministry’s headquarters in Paris (Africa, United Nations, International Cooperation and Development). From 2006 to 2008, he served as AFD’s regional coordinator for Lebanon and Egypt and then as Deputy Director of AFD’s Mediterranean and Middle East Department. In 2011, Philippe was appointed Deputy Director of the Latin America and Caribbean region and thereafter became Director for the region. He has also been a lecturer at the Externado de Colombia University, at SIPA/Columbia University, at IEP Paris and at the “Institut Catholique de Lille”. Since September 2014, Philippe is AFD Executive Director in charge of Strategy, Partnerships and Communication. He holds a degree from Sciences Po in Paris (International relations).
