LANSING -- Bills that would toughen rules for thieves and the scrap yards that buy the material will have to wait until at least the fall before it gets a vote in the Legislature.
The bills faced questions from skeptical lawmakers on both sides of the political aisle Tuesday during a House Regulatory Reform Committee hearing.

Many felt the bills make scrap yards do the work that law enforcement should be doing. And others felt that legitimate scrap yards were being penalized by a few "bad actors."
