Austin police officer Geoffrey Freeman was not indicted for the fatal shooting of 17-year-old David Joseph.
Police have fatally shot at least 20 unarmed civilians this year, and cable news hasn't covered a single case.
The case will go to county prosecutors to see if criminal charges will be filed, the police chief said.
