Tom joined the Institute for Energy Economics and Financial Analysis (ieefa.org) as Director of Finance in 2012. For the past six years Tom has run his own company TR Rose Associates. The company has served several clients working to create alternatives to fossil fuel use in the United States and globally. Tom’s reports on the U.S. coal industry have resulted in multiple investigations by federal oversight bodies including the Securities and Exchange Commission, Congress and the Government Accountability Office (GAO). From 1990 to 2007, Tom served in senior management positions to the publicly elected Chief Financial Officers of New York City and New York State. From 2003 to 2007, he served as the First Deputy Comptroller for the State of New York. Among his responsibilities was the management of a $150 billion globally invested public pension fund. Due to an early resignation of the elected State Comptroller, Tom, as First Deputy Comptroller, served for a short period as the New York State Comptroller. His most recent publication on New York State government and finance is part of the 2012 Oxford Handbook of New York State Government and Finance.
