Trump is expected to set broad strategic objectives and goals for U.S. policy but leave it to U.S. military commanders, diplomats and other U.S. officials to implement the plan.
"It’s going to have significant consequences for the country both domestically and regionally," an analyst predicts.
"States that sponsor terrorism risk falling victim to the evil that they promote,” he warned.
Adam Szubin, who served as Trump's acting treasury secretary, said the bill could violate the nuclear deal and upset U.S. allies.
