Detroit City Council is set to meet with city unions Thursday in continued discussions to develop a plan to stave off a state takeover of the city's finances.

Mayor Bing has called for 1,000 layoffs and other drastic measures -- including privatizing city lighting and buses -- to avoid the appointment of an emergency financial manager.

City Council has asked the mayor for deeper cuts and up to 2,300 layoffs, including police and fire, as well as some revenue-raising measures.
