The watchdog says Yulia Stepanova’s electronic account at WADA was illegally accessed.
WADA also said Russian government officials should also be denied access.
"The outcome may be that there are no Russian track and field athletes" in the 2016 Olympics, the World Anti-Doping Agency said.
