Illinois Gov. Pat Quinn speaks during an interview with The Associated Press Dec. 24, 2013, in Chicago. During the Christmas Eve interview Gov. Quinn said he will be among those last-minute holiday shoppers. The Chicago Democrat mentioned that he still has to pick up a few gifts for relatives. Quinn says he hasn't been shopping much lately because he worked for months without pay. He vowed to go without pay until lawmakers approved an overhaul of the nearly $100 billion pension crisis. Gov. Pat Quinn carried on his pre-holiday tradition of announcing action on clemency petitions, acting Tuesday to grant pardons to 38 people while rejecting 129 requests.

Among those pardoned by Quinn was John Esparza, who had a burglary conviction in 1963. Esparza first sought a pardon in 2009.
