The shooting happened inside a home in Wilmington around midnight, said police.
Wilmington Police Chief Donny Williams described the conversations involving three officers as "brutally offensive."
“We’re trying to take it one step at a time," Shameque Johnson, whose stepmother and half-brother were killed in the storm, said.
“You couldn't even hardly walk because it was so flooded. Water everywhere.”
North Carolina Gov. Roy Cooper warned that dangerously high water would persist for days.
Reporting on Florence in North Carolina, he girds himself in the storm, but two passers-by appear less distressed.
“I cannot overstate it: Floodwaters are rising, and if you aren’t watching for them you are risking your life,” North Carolina Gov. Roy Cooper said.
"When you walk in you know that you’re loved for who you are and how you are."
